dattala to Launch the Fractale Beta This Autumn: An Open Data Platform for Finding Public Data Across Japan from ChatGPT and Claude

An open data platform that lets AI tools such as ChatGPT and Claude find and retrieve public data from across Japan, with its source and terms of use. Pre-registration for the invitation-only beta is now open.
dattala Co., Ltd. (headquartered in Hiroshima, Japan; CEO: Yuki Ishihara) plans to launch the beta of Fractale, its open data platform, in autumn 2026.
Fractale combines an entrance built for AI to find public data with a place where people and organizations can bring and share their own data.
The beta starts with public data from across Japan. Through MCP (a common way to connect AI to outside data and tools), AI tools such as ChatGPT and Claude, as well as command-line tools such as Codex and Claude Code, will be able to search for data, check its source and terms of use, and retrieve it.
The beta will open by invitation first. Pre-registration is now available at https://fractale.online.
Why Now
AI can already find public data, but it takes the long way round
Today's AI can search the web for public data and show the basis for its answers.
But public data is spread across many government and research sites, in different formats and with terms of use written in different ways. AI reads page after page and PDF after PDF, guessing which data is official and whether it can be reused.
This takes time and processing, and risks answers based on outdated data or data with different terms.
An entrance built for AI makes the search accurate, fast and efficient
Just as people use websites, AI needs an entrance designed for it.
When the location, creator and terms of each dataset are recorded in the same way, AI can query that entrance directly and reach the right data accurately, quickly and with less effort.
In Japan, the Information-technology Promotion Agency (IPA) is advancing Open Data Spaces (ODS), which connects data together with its meaning and terms of use (IPA). Efforts to prepare data distribution for the age of AI are spreading.
Data grows when everyone brings it together
Public data does not belong only to national and local governments. Companies, researchers, community groups and individuals also hold data that can benefit society.
Just as code has GitHub and AI models have Hugging Face, data needs a place where anyone can publish it, use it and improve it.
Fractale provides an entrance for AI and a place to grow data together, on a single platform.

What the Beta Offers
- Ask your AI: Connect Fractale to ChatGPT or Claude, or to command-line tools such as Codex and Claude Code, and just ask — for example, "Find three datasets of evacuation sites, and tell me their sources and terms of use."
- Check the source and terms: Every dataset records its creator, source, license and update time in the same way, and AI checks them before answering. Anything not yet recorded is marked "unverified" rather than guessed.
- One entrance for scattered data: Search public data from local governments and research institutions across Japan in one place — in the browser with filters for provider, field and file format, or through the REST API.
- Bring data together: People and organizations can publish their own data and choose who sees it: only themselves, specific people, or everyone.
- Manage data as an organization: Local governments, companies and research institutions can create an organization and manage data with their members. Data shared inside the organization can also be used from the AI tools each member has authorized, within that member's permissions — so public data and your own data work together in the same AI.

Toward the world's public data
Rather than building a separate system for each country, Fractale collects data through common mechanisms for each distribution method.
After refining how it is used and trusted with public data from across Japan, Fractale will expand to public data from governments and international organizations around the world, with Japanese and English interfaces and documentation so that researchers and developers overseas can use the same environment.
The goal is to turn the world's public data into a shared platform where people and AI reach the same evidence.
